Lyuben Karavelov Regional Library is a leading cultural institution with a century of history and traditions, working to strengthen, promote and develop Bulgarian identity, culture and spiritual values. The library is an important and attractive centre in providing access to knowledge, information and services for all residents and communities in Ruse and the region.

Our mission is: to create and maintain the conditions for sustainable cultural development and spiritual consolidation of the community; to provide quality information, education and cultural services; to provide equal opportunities for access to education and active participation in the social life of the residents of Ruse and the region; to support lifelong learning as an integral element of the knowledge society; to offer innovative services and solutions for the benefit of the local community with regard to its needs, as we believe that our users are not just customers but are the reason for the library existence.

We share the values enshrined in the idea of Ruse as a city of free spirit and our efforts to establish our city as a community of seekers, capable and talented people.
